Job Responsibilities and Requirements: The California is recruiting to fill two permanent full-time Senior Legal Analyst positions in the Legal Division, Program Litigation Branch. The Program Litigation Branch is dedicated to providing legal advice and services to Divisions within CDSS which are responsible for overseeing numerous social service programs such as Community Care Licensing, Children & Family Services, Adult Programs, Disability Determinations, CalWorks, Information Technology, and Continuing Care Programs. The Senior Legal Analyst works under the direction of a Supervising Attorney, and is delegated journey level analytical paralegal duties. The incumbent will be required to have working knowledge of the laws and procedures pertaining to the Legal Division's role in matters related to the above-mentioned programs. Duties include but are not limited to: Preparing legislation and regulations analyses which impact the Community Care Licensing and Children's programs; monitoring legislation and regulations and makes recommendations to attorneys and supervisors to ensure that changes do not adversely impact the goals; makes recommendations on legislative bills; working closely with the Office of Regulations Development and program staff regarding development of regulation packages; investigating facts and documents in connection with administrative actions or civil litigation; identifying and researching legal statutes and case law, and drafting recommendations; researching for Legal Division Public Record Acts requests; serves on consult groups, and provides lead person training to less experienced staff as needed. The Senior Legal Analyst maintains extensive liaison with the Department's attorneys, the Attorney General's office, program and field staff and management, and other agencies, including the courts. This is a journey level class and the incumbent is expected to perform independent journeyperson paralegal and analytical support in difficult and complex areas of law. Selected candidate must have the ability to analyze accurately and write effectively, and be able to work cooperatively with attorneys, other paralegals, support staff and the public.
