The Payroll and Tax Manager will be responsible for accurate and timely pay of multi state US based employees. The successful candidate will manage processing of biweekly payroll and have responsibility for all payroll processes including employee record management, general ledger reconciliations, Federal/State/Local tax reporting, quarter end filing and year:end close activities. POSITION DESCRIPTION: The Payroll and Tax Manager would ensure the timely and accurate processing of four payrolls, Salary Administration of administrative staff payroll (bi:weekly) plus supervision of the following positions: Union Payroll Administrator PA Payroll AdministratorThe Payroll and Tax Manager will also lead the payroll team on delivery of these services to various stakeholders in the company.Work on special projects as needed (e.g., audits, new vendor implementation, system upgrades, etc.).Payroll processing via outside vendor, system maintenance, tax reporting, cash requirement notification to Treasury Department, and acts as a liaison between Human Resources and Finance. General ledger account reconciliation for assigned accounts, benefit allocation analysis and expense account analysis for payroll. Review payroll changes, including data loads and audit payroll prior to transmission and upon return from the payroll service. Maintain deductions and general ledger updates on payroll software in a coordinated effort with the payroll service. Prepare wire requests in a timely manner for benefit plans and forward proper detail information in the prescribed manner to the administrators of those plans. Review and post the general ledger interface each payroll. Maintain viable relationships with payroll service, tax service, IT and HR. Ensure system updates and changes are made as needed to comply with current federal, state and company policies. Prepare payrolls for calendar year end, review W:2 reports, set up website access for employees and ensure proper handling of W:2s. Audit W:4s, payroll balance sheet accounts, YTD earnings, etc. Ensure systems are set:up and updated to reflect our current employee base, organizational structure, work schedule, employee regulations, holiday, sick and vacation time in line with contracts (union and non:union). Wage garnishments received are researched and distributed to the appropriate payroll personnel for processing. Reconcile general ledger accounts as assigned and recommend any needed journal entries. Preparation of the cover page and distribution of the financial statements each month. Manage and guarantee scheduled disbursement of multi:state payroll, including garnishments, deductions and taxes to all employees consistent with federal and state wage and hour laws or union contract stipulations. Critically review and analyze current payroll, deductions and tax procedures in order to recommend and implement changes leading to best practice operations. Ensure policies, procedures and practices are documented and maintained for the payroll organization.Ensure direct and indirect staff are applying appropriate payroll practices, and that proper internal controls are documented and in place and being followed.Accountable for proper reporting of 401(k), garnishments and taxes.Serve as technical expert for payroll issues through a deep understanding of payroll law, tax regulations and accounting principles. Includes in depth understanding of payroll systems, inbound/outbound interfaces, and earning/deduction code set up and mapping to the general ledger as well as posting and correcting errors.Provide customer service and support to all employees REQUIRED EXPERIENCE: Four:year degree in Finance or Accounting or Related ExperienceExperience with Federal/State/Local tax reportingExtensive experience in direct handling of complex payrolls in a multi:state environmentSupervisory experience in Payroll ManagementMicrosoft Excel experience required, Word, Access and SQL Database knowledge helpful.
