Position Summary

The Associate Vice Chancellor of Finance performs duties under the general direction of the Vice Chancellor of Finance and Administration; oversees accounting and procurement activities of the District and related reporting including the Comprehensive Annual Financial Report. Assists in the preparation of the annual budget and other budget related activities. Supervises and works with the Director of Accounting Services in overseeing the operation of the District’s General Accounting, Accounts Payable, Payroll, Grants and Contracts, and Internal Audit functions. Supervises and works with the Director of General Services in the operation of the purchasing and general services departments including managing the District’s self-funded insurance programs for property, liability and workers’ compensation. Also responsible for the financial administration of the district’s categorical programs which include any categorical and student financial aid programs, as well as the District’s facilities program, including monitoring for compliance with applicable external and internal regulations.

Position closes August 10.

Interviews for this position will take place on Friday, August 25, 2017, with Thursday, August 24, 2017 as an overflow day, if needed.

Assignment Responsibilities

Supervises and evaluates assigned personnel. Participates in negotiations with the District’s collective bargaining groups. Serves on various committees as the District’s Business Services representative, including the Citizens’ Bond Oversight Committee and the District Budget Committee. Prepares board agenda items and attends board meetings.

Budget Preparation and Implementation: Works with the Vice Chancellor in coordination of the District’s budget process, including the establishment of the annual budget calendar, development of revenue, and appropriation assumptions; compliance with relevant regulations, policies, and practices; consults with college staff and district/college administration in the formulation of new and improved budgetary procedures or guidelines. Reviews cash flow projections and other financial data. Assists the Vice Chancellor in Attendance Accounting functions. May work evenings and weekends as needed. Performs other duties as assigned by the Vice Chancellor.

Knowledge of: Governmental accounting, budgeting and auditing principles; financial analysis, including statistical analysis and use; governmental operational procedures and business practices; proficiency in software applications in a business environment; Educational Code provisions, Public Contract Code and other state and federal regulations pertaining to business services activities.

Ability to: Plan and direct the implementation of the district budget and financial activities; analyze data and interpret laws, rules and other regulations relating to business activities; prepare clear, complete and concise financial and other business reports; make presentations to various groups including the governing board; effectively train and supervise the work of others.

Minimum Qualifications
1. Have a master’s degree from an accredited college/university completed by September 15, 2017, in Business, Accounting, Finance, Business Management or related field and three years of administrative experience; OR, a bachelor’s degree in Business, Accounting, Finance, Business Management or related field and a Certified Public Accountant’s license and three years of administrative experience; OR, a bachelor’s degree in Business, Accounting, Finance, Business Management or related field and five years of progressively responsible management experience in the areas of responsibility related to this position.

2. Have one year formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment.

3. Have sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical or learning disabilities as it relates to differences in learning styles.
